福州市推动新一轮经济创新发展十项政策(摘要)(中英文)

  加快我市总部经济发展的八条措施

  一、2015年(含)以后在我市新注册且注册后5年内认定的总部企业可视为新引进总部企业。

  世界500强(福布斯)、中国企业500强(中国企业家协会)、中国服务业企业500强(中国企业家协会)等企业在我市新设立具有独立法人资格的总部或区域总部,上年度在我市纳税额3000万元(含)以上,可直接认定为综合型总部企业。

  二、经认定的综合型总部企业自2016年起,首次被评定为中国服务业企业500强的,给予一次性200万元奖励;首次被评定为中国企业500强的,给予一次性500万元奖励;首次被评定为世界企业500强的,给予一次性2000万元奖励。

  三、经认定的综合型总部企业在市域外增设分支机构的,按照新设分支机构每年汇缴本市税收地方留成部分的30%给予奖励。

  四、在我市设立具有独立法人资格并在我市汇缴企业所得税的销售中心、运营中心、研发中心符合以下条件的可认定为职能总部:

  (一)销售中心(房地产业除外)符合“年销售额5亿元以上、实收资本3000万元以上、年纳税额1500万元以上”的,可认定为销售中心职能总部。

  (二)运营中心符合“年营业额3亿元以上、母公司资产总额20亿元以上、在中国境内的分支机构不少于2个”的,可认定为运营中心职能总部。

  (三)研发中心符合“实收资本1000万元以上、年纳税额300万元以上、用于研究开发的仪器设备原值不低于1000万元、上年度研究开发经费支出总额不低于3000万元、常驻研发人员不少于30人”的,可认定为研发中心职能总部。

  五、经认定的销售中心职能总部、运营中心职能总部、研发中心职能总部可享受以下政策:

  (一)2015年以后(含)新注册的销售、运营、研发中心职能总部按照实收资本的1%-3%给予开办补助,最高可享受1000万元。

  (二)经认定的销售、运营、研发中心职能总部可享受最高500万元的办公用房补助,最高500万元的经营贡献奖。

  (三)对销售、运营、研发中心职能总部升级为综合型总部的,给予200万元的资金奖励。

  六、经认定的总部企业享受以下人才优惠政策:

  (一)经认定的总部企业个人所得税年纳税额3万元以上的高级管理人员和年纳税额5万元以上的专业技术人才(含有突出贡献的业务骨干)可按其上一年度所缴工薪个人所得税地方留成部分的50%予以奖励,其子女入园、入义务教育阶段中小学,由市教育局统筹安排优质学校。

  (二)经认定的综合型总部企业,5年内每家每年给予2名引才名额,经市人社局核实后,按照《福州市引进高层次优秀人才服务办法》,享受20万元人才配套补贴、子女入(转)学、配偶安置等优惠待遇。

  (三)经认定的综合型总部企业的高级管理人员享受“总部高管人员医保待遇”,每家不超过5名。

  七、鼓励建筑业总部经济快速发展。

  (一)对注册地迁入我市的市外建筑业企业,按其迁入当年在榕统计的产值达到15亿元且纳税达到1500万元以上的,一次性给予120万元奖励;企业产值每增加10亿元且纳税每增加800万元的,奖励金额增加50万元。

  (二)对在我市设立企业总部或子公司的建筑安装企业(子公司应为独立法人公司,或者授权福州分公司进行工程款决算)在市外建筑服务或我市企业在市外建筑服务,并在我市缴纳增值税的,按其汇缴本市税收地方留成部分的30%给予奖励。

  (三)晋升特级资质的一次性奖励300万元;晋升总承包一级资质的奖励100万元,晋升专业承包一级资质的奖励50万元。

  八、鼓励金融机构在我市设立总部。

  (一)在本市新注册成立的银行、证券、保险、期货、信托、金融租赁、消费金融、财务公司、金融控股、资产管理公司等各类法人金融机构总部,注册资本在1亿元至2亿元的,给予200万元的奖励;注册资本超过2亿元的,按每增加1亿元增加100万元奖励,奖励最高限额1000万元。

  (二)在本市新设立地区总部(非法人)的境内外银行、证券机构,营运资金在5000万元至1亿元的,奖励50万元;营运资金在1亿元至2亿元的,奖励150万元;营运资金在2亿元以上的,奖励200万元。对在本市新成立地区总部(非法人)的境内外保险机构,给予一次性奖励50万元。

  扶持企业技术改造的五条措施

  一、设立福州市企业技术改造基金

  在用足用好福建省企业技术改造基金(我市额度12.8亿元)的基础上,设立福州市企业技术改造基金。由市财政和各县(市)区、福州高新区财政共同出资3亿元,市投资管理公司作为出资方代表,引入相关金融机构,初期规模27.2亿元,以上合计40亿元,专项用于投资我市先进产能扩产增效、智能化改造、服务型制造、工业强基工程、提升质量品牌、绿色生态发展、科技成果转化、公共服务平台等领域重点技术改造项目。

  二、创新金融服务方式支持企业技术改造

  由福建海峡银行等金融机构提供60亿元的贷款额度,专项用于我市工业企业重点技改项目,并提供优惠利率。市财政提供专项资金,用于项目利息周转。

  三、对企业技改项目投资予以补助

  对企业技改项目年度固定资产投资额(指厂房和设备)达2000万元以上的,按照年度固定资产投资额的2%给予补助,最高不超过500万元。

  四、对企业智能化技改项目予以补助

  对企业智能化技术改造项目年度固定资产投资额(指厂房和设备)达2000万元以上的,按照年度固定资产投资额的3%给予补助,最高不超过500万元。

  五、对智能装备生产企业技改予以补助

  对企业投资生产自动化(智能化)成套装备项目年度固定资产投资额(指厂房和设备)达2000万元以上的,按照年度固定资产投资额的3%给予补助,最高不超过800万元。

  关于扶持企业技术研发的四条措施

  一、对企业建立技术中心予以奖励

  对新认定的企业技术中心予以奖励,其中:国家级企业技术中心奖励200万元,省级企业技术中心奖励70万元,市级企业技术中心奖励30万元。上述奖励可重复享受。

  二、对企业建立工业设计中心予以奖励

  对新认定的工业设计中心予以奖励,其中:国家级工业设计中心奖励80万元;省级工业设计中心在省里奖励50万元的基础上,再配套奖励20万元;市级工业设计中心奖励30万元。上述奖励可重复享受。

  三、对企业开展产学研合作项目予以奖励

  对企业与高等院校、科研院所共同承担的突破重大关键核心技术和实现产业化的产学研联合开发项目,给予工业企业30万元奖励。

  四、对企业研发及应用新产品予以奖励

  (一)每年全市评选10项工业企业优秀创新产品,分等级给予奖励,其中,一等奖100万元,二等奖50万元,三等奖30万元。

  (二)对工业企业自主研发的发明专利,列入福建省专利技术实施与产业化计划的,在省里奖励的基础上,再给予省级补助金额的50%配套奖励,最高不超过100万元。

  (三)对认定为福建省首台(套)重大技术装备(含智能制造装备)的企业,在省里奖励的基础上,再给予省级补助金额的50%配套奖励,最高不超过200万元。

  (四)对应用我市企业研制的福建省首台(套)重大技术装备(含智能制造装备)的企业,给予设备购买价格的15%补助,最高不超过200万元。

  扶持工业企业创建品牌的二条措施

  一、对培育国际品牌予以奖励

  工业企业如进入世界品牌实验室发布的“世界品牌500强”榜单,给予1000万元奖励;如进入“亚洲品牌500强”榜单,给予500万元奖励。

  二、对培育国内品牌予以奖励

  (一)工业企业如进入世界品牌实验室发布的“中国500最具价值品牌”榜单,给予150万元奖励。

  (二)对认定为“驰名商标”的工业企业,给予120万元奖励。

  (三)对中国品牌价值评价信息榜上榜的区域品牌,给予每家申报单位40万元奖励,对进入该榜单前三名的申报单位再给予60万元奖励。

  (四)对认定为工信部“工业品牌培育示范企业”的工业企业,给予30万元奖励。

  (五)对认定为“福建省工业企业品牌培育试点示范企业”的工业企业,给予10万元奖励。

  (六)对认定为“福建省著名商标”、“福建名牌产品”的工业企业,分别给予10万元奖励。

  扶持企业上市的五条措施

  一、设立“福州市企业上市引导基金”。基金总规模5亿元,重点投向本市上市及上市后备企业,推进上市公司开展定增、并购,择优选择上市后备企业进行股权投资。

  二、金融机构信贷支持。上市后备企业有合理资金需求的,由中国进出口银行福建省分行、中国农业银行福建省分行等在榕银行业机构为其量身定做融资方案,提供优惠利率贷款,并由政策性担保公司提供融资担保,降低企业信贷成本。

  以上两项措施按照“政银保合作,投贷保联动”的工作模式实施,具体方案由市金融办另行发布。

  三、上市奖励

  (一)在福建证监局完成报备并进入辅导期的企业,给予奖励100万元;

  (二)向中国证监会上报上市申请材料并取得受理函的企业,给予奖励100万元;

  (三)对异地“买壳”或“借壳”实现上市的企业,将注册地迁回本市并承诺十年内不迁离的,给予一次性奖励200万元。

  四、分期缴税。中小高新技术企业改制设立股份有限公司时,以未分配利润、盈余公积、资本公积向个人股东转增股本,个人股东一次缴纳个人所得税确有困难的,可根据实际情况制定分期缴税计划,在不超过5个公历年度内分期缴纳。

  五、“一企一议”服务企业。上市后备企业在上市过程中遇到困难和问题,涉及用地审批、权属变更、税费缴纳、环境评价、工商登记等需要市里解决的,由市金融办及时召集相关部门予以协调并报市政府研究审定。

  鼓励引进高层次人才的七条措施

  一、给予引进的高层次人才奖励

  (一)从境外引进的人才,经认定为高层次A、B、C类人才的,落地后分别给予200万元、100万元、50万元奖励;

  (二)从境内引进的人才,经认定为高层次A、B、C类人才的,落地后分别给予100万元、50万元、25万元奖励;

  (三)经认定符合《福州市创业创新人才住房保障办法(试行)》的A、B、C类人才,分别享受购买160平方米、120平方米、90平方米人才公寓和80万元、60万元、45万元一次性购房补贴。

  二、给予引进的紧缺急需专业毕业生奖励

  “985工程”“211工程”等高校、境外著名大学、国家级研究机构全日制硕士研究生、博士研究生来榕工作,与企业签订三年以上劳动合同,经认定符合福州市紧缺急需人才的,落地一年后分别按硕士每人3万元、博士每人5万元分期给予人才奖励。

  三、给予经认定的企业各类高层次人才个税返还奖励

  经认定的企业各类高层次人才,其年缴纳工薪个人所得税不低于3万元的,按其上一年度所缴工薪个人所得税市级留成部分的50%予以奖励,奖励期5年。

  四、给予引荐境外高层次人才的中介机构和个人奖励

  人力资源中介机构、企事业单位或个人引荐境外高层次人才来榕创新创业,引荐人才落地后经认定为A、B、C类级人才的,分别给予引荐机构或引荐人20万元、10万元、5万元奖励。

  五、给予设立博士后科研工作站的企业奖励

  给予新设立博士后工作站的企业一次性建站补助100万元。

  六、允许配建人才公寓

  允许在经营性房地产用地出让中按照“限地价、竞配建”的模式配建人才公寓。经认定符合申购条件的人才可按照《福州市创业创新人才住房保障办法(试行)》申购。

  七、允许各类园区自建人才公寓

  允许各类园区在符合土地利用总体规划、城市建设规划等前提下,申请利用自有土地以公共租赁房的形式建设人才公寓。对符合条件列入保障性住房项目清单的人才公寓、人才周转房建设,在用地、资金、税费上按规定享受保障性住房建设运营的优惠政策。

  加快现代职业教育发展的五条措施

  一、增设急需紧缺人才对口专业

  凡增设与海洋经济产业、新一代信息技术产业、装备制造产业、生物技术产业、新材料产业,以及3D打印、工业设计、节能环保等我市急需紧缺人才相关专业的职业院校(含技工院校,下同),经教育、人社、经信等部门认定,给予每个专业平均80万元的开办费专项补助。

  二、深化政校企合作办学

  支持市属国有和龙头企业参与共建多元投资主体职教集团,对经认定的省级示范性职教集团给予50万元奖励。对于开展“现代学徒制”试点的合作企业和职业院校,分别按每生3000元和2000元给予补助。对于开展“企业新型学徒制”试点的企业,按每生3000元至6000元给予补助。

  三、拓展技能型人才培养培训

  支持有条件的职业院校开设高级工班、预备技师班,培养高技能人才。采取政府购买服务等形式,对于组织开展职业技能培训的职业院校,按照所培训对象获得职业培训结业证书的人员数,给予每人350元补贴。落实职业培训经费直补企业和职业培训“见证补贴”等政策,给予企业或个人按照每人500元至2200元补贴。福州地区的各类职业院校学生到我市就业见习基地和诚信用工企业实习3个月以上的,可享受实习补贴3个月,补贴标准每月不少于300元。

  建立健全“首席高级技师”制度。支持企业对获得“首席高级技师”称号的高技能人才,采取协议薪酬、持股分红等方式,试行年薪制或股权制、期权制等,提高技能型人才收入水平。

  四、提高高技能人才医疗保健和住房保障待遇

  在我市工作的拔尖高技能人才(中华技能大奖、国务院特殊津贴、全国技术能手、国家级技能大师工作室、世界职业技能竞赛前三名获得者和获中国工艺美术大师的高级技师),享受二级保健待遇;经认定的我市优秀高技能人才(省技能大师、福州市首席高级技师获得者),享受福州市总部高管人员医保待遇。

  经认定符合《福州市创业创新人才住房保障办法(试行)》(榕委办〔2013〕6号)的我市引进的拔尖高技能人才和优秀高技能人才,分别享受购买160平方米、120平方米、90平方米人才公寓和80万元、60万元、45万元一次性购房补贴。

  五、打造校企合作实训平台

  支持建设一批以产业为纽带的省级行业性公共实训基地和区域性公共实训基地,对列入省级公共实训基地培育建设项目的奖励200万元;对经认定的省级示范性公共实训基地奖励300万元。依托县级职教中心建设县级实训基地,从就业专项资金中安排每个基地不少于50万元的经费补助。

  扶持“双创”工作的七条措施

  一、与车库咖啡共同成立规模达2亿元人民币的车库咖啡海峡两岸天使投资基金,主要投资处于种子期、起步期的创业项目。

  二、对认定为国家、省级创业创新示范中心,按照国家、省奖励金额的50%给予配套奖励;对认定为市级创业创新示范中心的,给予130万元奖励。

  三、对认定为国家级、省级、市级科技企业孵化器,分别给予130万元、70万元、15万元奖励;对认定为省级互联网孵化器的给予20万元奖励。

  四、对认定为国家级专业化众创空间的给予100万元奖励;对认定为国家级、省级、市级众创空间,分别给予40万元、30万元、15万元奖励。

  五、对考核合格的市级众创空间给予运营补助3年,其中运营满1年的给予20万元补助;运营满2年的补足至30万元;运营满3年的补足至40万元。

  六、积极搭建创客(团队)和投资者的有效对接平台,对经认定的众创空间开展项目推介、路演、沙龙、培训等创新创业活动,按照其实际直接支出的10%给予补助,每家机构每年最高补贴30万元。

  七、每年投入200万元资金,向众创空间、行业协会、投资机构等社会组织征集全市性创新创业活动项目,开展促进投资者和创客(团队)对接以及人才和资本等创业要素在我市集聚的活动。

  加快物联网产业发展的三条措施

  一、支持公共服务平台建设

  (一)凡与行业龙头共建窄带物联网开放实验室,按照投资总额的30%给予补助,最高不超过1000万元。

  (二)支持标识、传感器、车联网、智能家居、金融支付、环境监测、光学感知等龙头企业升级企业技术创新平台,提升高端智能穿戴、智能车载、智能医疗健康、智能服务机器人及工业级智能硬件产品的有效供给能力,按照投资总额的15%给予补助,最高不超过100万元。

  二、支持拓展应用领域

  (一)优先支持物联网企业使用数字福建(长乐)产业园数据中心,按照实际发生费用的30%给予补助,最高不超过50万元。

  (二)围绕技术前沿和发展优势,实施物联网产业核心技术重大专项,按省里补助金额的50%予以配套,最高不超过200万元。

  (三)鼓励发展高性能新型传感器和智能硬件,推动低功耗轻量级底层软硬件、高性能智能感知、高精度运动与姿态控制、低功耗广域智能物联等核心关键技术创新,对省级评选出的优秀创新产品,按省级补助金额1:1配套。

  三、加大市场推广力度

  (一)从事物联网开发的软件和信息技术服务业企业参与省外招标项目中标,单个中标合同金额500万元及以上的,在省里按合同完成金额的3%给予奖励的基础上,我市再给予合同完成金额的1.5%配套奖励,单个项目奖励不超过100万元;参与省内市外招标项目中标的,按合同完成金额的4.5%给予奖励,最高不超过100万元。单家企业年度省市合计奖励不超过400万元。

  (二)对首次采购或首次使用本市物联网企业自主研发的、具有明确自主知识产权和自主品牌的各类物联网信息系统解决方案的本市使用单位,按省里补助金额的50%予以配套,最高不超过100万元。

  加快大数据产业发展的三条措施

  一、支持园区公共服务平台建设

  (一)对新认定的大数据国家级重点(工程)实验室、工程(技术)研发中心等创新平台,最高给予一次性补助500万元;对新认定的省部共建重点(工程)实验室和工程(技术)研究中心、国家企业重点实验室、国家企业技术中心,或教育部重点实验室、工程研究中心,给予一次性200万元补助;对大数据科技企业孵化器,经认定后给予一次性补助200万元。

  (二)加快建设大数据管理平台和大数据服务平台。建设大数据交换平台和数据交易市场,加快数据资源流通。推动全省、全国数据资源聚集,争取在健康医疗、智慧海洋、电子政务、航空航天、食品安全、环境保护等领域形成国家级数据处理和备份中心。对每个平台按照实际投资额的30%给予补贴,最高不超过200万元。

  二、支持行业龙头企业落地园区

  (一)对新引进行业龙头企业,实际到位资本金达5000万元(含)以上的,依据产业水平和贡献程度等情况,一次性给予500万元落户奖励。

  (二)行业龙头企业在园区内设立区域总部,根据企业需求,给予提供合计不超过5000平方米的办公场所和人才公寓,免租3年。

  (三)行业龙头企业在园区设立子公司,根据企业需求,给予提供合计不超过1000平方米的办公场所和人才公寓,免租2年。

  三、支持园区企业大数据开发应用

  (一)支持和鼓励大数据企业开发应用数据。对大数据企业营业收入首次超过1亿元(含)、2亿元(含)、5亿元(含)、10亿元(含),分别给予200万元奖励,可超额累进。

  (二)对前百家入驻园区符合条件的大数据企业,3年内为每家企业免费提供100M以上带宽的网络支持、200平方米的工作场地、300平方米的人才公寓;同时给予园区企业数据租用费用50%的补助。

 

  Ten Policies for Promoting A New Round of Innovative Economic Development of Fuzhou City (Abstract)

 Eight measures for speeding up the development of headquarters economy in Fuzhou city

  I. Headquarters enterprises newly registered after 2015(inclusive) and identified within five years can be regarded as headquarters enterprises newly brought in.

  Forbes Fortune Global Top 500, Top 500 Enterprises of China (China Enterprise Directors Association), and Top 500 Enterprises in Service Industry of China (China Enterprise Directors Association) can be identified as comprehensive headquarters enterprises when they newly establish a headquarters oraregional headquarters with independent legal person qualification in our city and pay taxes of over RMB 30 million (inclusive) intheprevious year.

  II. Since 2016, the comprehensive headquarters enterprises identified will be given a lump-sum reward of RMB 2 million if rated as one of the Top 500 Enterprises in the Service Industry of China for the first time; will be given a lump-sum reward of RMB 5 million if rated as one of the Top 500 Enterprises in China for the first time; and will be given a lump-sum reward of RMB 20 million if rated as one of the Forbes Fortune Global Top 500.

  III. Identified comprehensive headquarters enterprises which newly establish branches outside the administrative region of the city will be givenareward of 30% of the local retained portion of the annual tax payment to the city by newly established branches.

  IV. Sales centers, operation centers and R&D centers with independent legal person qualification and payingcorporate income taxes in our city, and which meet the following conditions, can be identified as functional headquarters.

  (A) Sales centers (excluding real estate industry) that conform to the condition of annual sales volume reaching over RMB 500 million, with a paid-in capital of over RMB 30 million and an annual tax payment of over RMB 15 million can be identified as the functional headquarters of sales center.

  (B) Operation centers that conform to the condition of annual turnover reaching RMB 300 million, total assets oftheparent company reaching over 2 billion and with at least 2 branches in China can be identified as the functional headquarters of operation center.

  (C) R&D centers that conform to the condition of a paid-in capital reaching over RMB 10 million, annual tax payment over RMB 3 million, the original value of equipment used for R&D not less than RMB 10 million, the annual total R&D expenditure oftheprevious year not less than RMB 30 million, andthe number ofresident researchersnot less than 30 can be identified as the functional headquarters of R&D center.

  V. Functional headquarters of sales center, operation center and R&D center identified can enjoy the following policies.

  (A) Functional headquarters of sales, operation, R&D newly registered after 2015 (inclusive) can be givena subsidy1%-3% of paid-in capital, the maximum of which is RMB 10 million.

  (B) Functional headquarters of sales, operation, R&D identified can enjoy an office subsidy of up to RMB 5 million and operation contribution award of RMB 5 million.

  (C) If the functional headquarters of sales, operation, R&D are upgraded into comprehensive headquarters, they can be given a reward of RMB 2 million.

  VI.Headquarter enterprise identified can enjoy the following talent preferential policies.

  (A) Senior management personnel of identified headquarters enterprises, who pay an annual tax of over RMB 30,000 and special technical personnel (including business personnel with outstanding contribution) who pay an annual tax of over RMB 50,000, can be givena reward of50% of the local retained part of personal income tax of wages in the previous year. The city department of education will arrange good quality school for their children to study in kindergartens, and primary and secondary school for receiving compulsory education.

  (B) As for the identified comprehensive headquarters enterprises, each will be given two places for introducing talents each year within 5 years. Once verified by the Human Resources and Social Security Bureau, they can enjoy the preferential treatment of talents supporting subsidy of RMB 200,000, and other preferential policies in children’s school entering and transferring, and accommodation of their spouse according to theService Measures for Introducing High-level Talents in Fuzhou City.

  (C) The senior management personnel of comprehensive headquarter enterprise identified will enjoy the medical treatment of senior management personnel of headquarter, no more than 5 for each enterprise.

  VII. Encouraging rapid development of headquarters economy in construction industry

  (A) As for enterprises of construction industry outside the city moving its registration place into our city will be given a reward of RMB 1.2 million if its output value in Fuzhou reaches 1.5 billion and pays a tax of over RMB 15 million; when the output value increases by RMB 1 billion and tax payment increases by RMB 8 million, the reward money will rise by RMB 500,000.

  (B) As for the construction and installation enterprises establishing headquarters or subsidiaries in our city (subsidiaries should be independent legal persons or be authorized to undertake project payment settlement) which provide construction service outside the city or the enterprises of Fuzhou providing construction service outside the city and paying value added tax, they will be given a reward of 30% of local retained part of its tax payment to the city.

  (C) A reward of RMB 3 million will be given for enterprises granted the special qualification; a reward of RMB 1 million will be given to enterprises promoted as the first class general contractor and a reward of RMB 500,000 will be given for enterprises promoted as the professional contractor.

  VIII. To encourage financial institutions to set up headquarters in the city

  (A) Various financial institution headquarters such as banks, securities company, insurance company, futures company, trust company, financial rental company, consumption finance company, financial company, financial holding company and assets management company newly registered in our city whose registered capital is between RMB 100million and RMB 200million, will be given a reward of RMB 2 million; if the registered capital is over RMB 200million, each additional RMB 100million will be rewarded RMB 1 million with the cap of RMB 10 million.

  (B) Domestic and foreign banks, securities institutions establishing regional headquarters (unincorporated body) in our city whose operation capital is between RMB 50 million and RMB 100 million will be given a reward of RMB 500,000; whose operation capital is between RMB 100million and RMB 200million, will be given a reward of RMB 1.5 million; whose operation capital is over RMB 200million, will be rewarded RMB 2 million. Domestic and foreign insurance institutions establishing regional headquarters (unincorporated body) in our city will be given a lump-sum reward of RMB 500,000.

  Five measures to support technological upgrading of enterprises

  I. To establish enterprise technological upgrading fund of Fuzhou City

  On the basis of making good use of Fujian Enterprise Technological Upgrading Fund (the amount of Fuzhou is RMB 1.28 billion), we will set up the Fuzhou Enterprise Technological Upgrading Fund. The Municipal Finance Bureau and the financial office of each county (city), district and Fuzhou high-tech zone will invest RMB 300 million and the municipal investment management company will act as the representative of sponsors to bring in related financial institutions. With an initial scale of RMB 2.72 billion, totally amounting to RMB 4 billion, the fund is specially used for investing the city’s advanced capacity expansion and efficiency increasing, intelligent transformation, servicing manufacturing, strong industrial basis project, improving quality brand, green ecological development, technological achievement transformation and public service platform.

  II. To support technological upgrading of enterprises by means of innovative financial service

  The loan limit of RMB 6 billion provided by financial institutions such as Fujian Haixia Bank, is specially used for key technological upgrading projects of industrial enterprises of our city and preferential interest rate is also provided. The city’s financial bureau provides special fund for interest turnover of projects.

  III. To give subsidy for investing in technological upgrading projects of enterprises

  As for the annual fixed assets investment amount (plants and equipment) of enterprise technological upgrading projects up to RMB 20 million, a subsidy of 2% of annual fixed assets investment amount will be given to the enterprise, which is no more than RMB 5 million.

  IV. To give subsidy to intelligent technological upgrading projects of enterprises

  As for the annual fixed assets investment amount (plants and equipment) of enterprise intelligence technological upgrading projects up to RMB 20 million, a subsidy of 3% of annual fixed assets investment amount will be given to the enterprise, which is no more than RMB 5 million.

  V. To give subsidy to the technological upgrading of intelligent equipment manufacturing enterprises

  As for the annual fixed assets investment amount (plants and equipment) of complete equipment project of manufacturing automation (intelligence) invested by enterprises up to RMB 20 million, a subsidy of 3% of annual fixed assets investment amount will be given to the enterprise, which is no more than RMB 8 million.

  Four measures to support the technological R&D of enterprises

  I. To give rewards for company’s establishing technological center

  The technological centers of enterprises newly identified will be given rewards, among which the technological center of enterprise at national-level will be rewarded RMB 2 million, the technological center of enterprise at provincial level will be rewarded RMB 700,000, and the technological center of enterprise at city-level will be rewarded RMB 300,000. Such incentives can be enjoyed repeatedly.

  II. To give rewards for company’s establishing industry design center

  The industrial design centers of enterprises newly identified will be given rewards, among which the industrial design centers of enterprise at national-level will be rewarded RMB 800,000, the industrial design centers of enterprise at provincial level will be rewarded RMB 500,000, equipped with RMB 200,000 and the industrial design centers of enterprise at city-level will be rewarded RMB 300,000. Such incentives can be enjoyed repeatedly.

  III. To give rewards for company’s performing cooperation among industries, academic institutions and research facilities

  As for the core technological breakthroughs undertaken by enterprises, universities and scientific research institutes and the projects jointly developed by enterprises, academic institutions and research facilities, a reward of 300,000 will be given.

  IV. To give rewards for company’s researching and applying new products

  (A) Every year, the city will choose 10 outstanding innovative products of industrial enterprise through public appraisal and give rewards according to the rank, among which the first prize is RMB 1 million, the second prize is RMB 500,000 and the third prize is RMB 300,000.

  (B) As for the inventions and patents developed independently by industrial enterprises and listed into the Fujian patent technology implementation and industrialization plan, they will be given another 50% of supporting rewards of provincial subsidy on the basis of the provincial reward, the limit of which is RMB 1 million.

  (C) As for the enterprises certified to develop the first (set) of major technological equipment of Fujian (including intelligent manufacturing equipment), they will be given another 50% of supporting rewards of provincial subsidy on the basis of the provincial reward, the limit of which is RMB 2 million.

  (D) As for enterprises applying the first (set) of major technological equipment of Fujian (including intelligent manufacturing equipment) developed by enterprises of Fuzhou city, they will be given 15% subsidy of the equipment purchasing price, the limit of which is RMB 2 million.

  Two measures to support industrial enterprises to set up their own brands

  I. To give rewards for cultivating international brands

  Industrial enterprises will be given a reward of RMB 10 million if listed into the Top 500 World Brand published by the world brand laboratory; and industrial enterprises will be given a reward of RMB 5 million when listed into the Top 500 Asian Brand.

  II. To give rewards for cultivating domestic brands

  (A) Industrial enterprises will be given a reward of RMB 1.5 million if listed into the China’s Top 500 Most Valuable Brand published by the world brand laboratory.

  (B) Industrial enterprise will be given a reward of RMB 1.2 million if certified as a famous trademark.

  (C) As for regional brands listed in the Chinese brand value evaluation information list, a reward of RMB 400,000 will be given to each applying unit and another RMB 600,000 will be given to the top three enterprises entering the list.

  (D) The industrial enterprises identified as the industrial brand development demonstration enterprise by the Ministry of Industry and Information Technology will be given a reward of RMB 300,000.

  (E) The industrial enterprises identified as the industrial brand development demonstration enterprise of Fujian province will be given a reward of RMB 100,000.

  (F) The industrial enterprises identified as “Fujian Famous Trademark and “Fujian Famous Brand Product” will be given a reward of RMB100,000 respectively.

  Five measures to support enterprises to go public

  I. To establish the “Guiding Fund for Enterprises to Go Public in Fuzhou City”, with the total amount up to RMB 500 million, mainly used for listed enterprises or back-up enterprises to go public. It promotes listed company to conduct private placement, mergers and acquisitions, optimizes the selection of back-up enterprises to go public to conduct equity investment.

  II.Financial institutionsto provide credit support. Banking institutions in Fuzhou such as Fujian Branch of Export-Import Bank of China and Fujian Branch of Agricultural Bank of China will provide customized financing plans and loans with preferential rate for back-up enterprises to go public with reasonable capital need. Policy-based guarantee companies will also provide them withfinancing guarantees to reduce the cost of credit.

  These two measures will be practiced according to the work pattern of cooperation between government, banks and insurance company and linkage for the investment, loan and insurance. The specific plan will be released by the city’s finance office.

  III. Rewards for going public

  (A) The enterprises completing filing in Fujian province securities regulatory bureau and entering the guidance period will be given a reward of RMB 1 million.

  (B) The enterprises filing going public materials to China Securities Regulatory Commission and obtaining acceptance letter will be given a reward of RMB 1 million.

  (C) As for the enterprises involved in back-door listing, if they move the registered place into Fuzhou and promise not to transfer within ten years, they will be given a lump-sum reward of RMB 2 million.

  IV. To pay taxes in installment. When small and medium sized high-tech enterprises restructure and set up limited liability company, converting the undistributed profits, surplus reserve and capital reserve increment into share capital of individual shareholders, if there is difficulty for individual shareholders to pay personal income tax on a lump-sum basis, they may draft installments payment plan according to the actual situation, which should be paid by installments in no more than 5 calendar years.

  V. To service enterprises on one-on-one basis. If a back-up company to go public encounters any difficulty or problem during the process of going public, concerning issues waiting to be solved by the city such as the approval of land use, changes in ownership, tax paying, environmental evaluation, and industrial and commercial registration, the city’s finance office will convene related departments for coordination and report to the city government for research, examination and approval.

  Seven measures to encourage the introduction of high-caliber talents

  I. To give rewards to high-caliber talents introduced

  (A) Talents introduced from other countries, once identified as high level talents of type A, B and C will be given RMB 2 million, RMB 1 million and RMB 500,000 respectively when moving into the city.

  (B) Talents brought from other cities, once identified as high level talents of type A, B and C will be given RMB 1 million, RMB 500,000 and RMB 250,000 respectively when moving into the city.

  (C)Talents of type A, B and C identified and in line with requirement specified in theHousing Guarantee Plan for Fuzhou Entrepreneurial and Innovative talents (trial)will enjoy a lump-sum housing subsidy of RMB 800,000, RMB 600,000 and RMB 450,000 when purchasing talent apartment of 160 square meters, 120 square meters and 90 square meters respectively.

  II. To give rewards to introduced graduate students of specialty in short supply

  The full-time graduate students, doctoral students of universities included in the "985 project", "211 project" and foreign famous universities, national research institutions coming to work in Fuzhou, and signing a three-year labor contracts with the enterprises, once identified as the talent in short supply of Fuzhou, will be given a talent reward of RMB30,000 for graduate student, RMB50,000 for doctoral student respectively by installment after moving into the city for one year.

  III. To give income tax return reward to various kinds of high-caliber talent of the enterprise identified

  Various high level talents of enterprises identified and whose annual personal income tax is not less than RMB 30,000, will be given a reward of 50% of the retained part of its personal income tax payment to the city, with the rewarding term of 5 years.

  IV. To give rewards to agencies or individuals for introducing high-caliber talentsfrom other countries

  Human resources agencies, enterprises and public institutions or individuals introducing high-caliber talentsfrom other countriesto conduct innovative entrepreneurship, once the talents are identified as type A, B and C after moving into the city, will be given a reward of RMB 200,000, RMB 100,000 and RMB 50,000 respectively.

  V. To give rewards to enterprises for establishing post-doctoral research workstation

  The enterprises with newly established post-doctoral workstation will be given a subsidy of RMB 1 million.

  VI. To allow to establish apartments for talents

  Allow to construct the talent apartment by using the model of limiting the land price, and equipping the construction for the highest bidder in the process of operational real estate land transfer. Talents eligible for applying the purchase of the house can make an application according to theHousing Guarantee Plan for Fuzhou Entrepreneurial and Innovative talents (trial).

  VII. To allow each park to build its own talent apartment

  Base on the premises of conforming the overall plan of land use, and plan of city construction, we will allow various park to make use of its own land to establish talent apartment in the form of public rental house. The talent apartments, talent relocation houses listed in the affordable housing projects will enjoy the preferential policies of the affordable housing construction and operation in land use, capital, tax and charges.

  Five measures to speed up modern career education development

  I. To add majors to attract talents in short supply

  Whenever a vocational college (including skilled workers’ school, the same below) sets up a related specialty for talents in short supply in Fuzhou such as marine economy industry, new-generation information technology industry, equipment manufacturing industry, biotechnology industry, new material industry, as well as 3D printing, industrial design, energy conservation and environmental protection, identified by the Department of Education, Ministry of Human Resources and Social Security, and Economy and Information Industry Committee, the school will be given a special subsidy of RMB 800,000 on average for each major opened.

  II. To deepen the cooperative education among government, universities and enterprises

  Support the involvement of municipal and State-owned enterprises and leading enterprises to build vocational education group of diversified investment subjects. The provincial demonstration vocational education group identified will be given a reward of RMB 500,000. The cooperative enterprises and vocational colleges conducting the modern apprenticeship pilot will be given a subsidy of RMB 3,000 and RMB 2000 respectively to each student. The enterprises conducting the enterprise modern apprenticeship pilot will be given a subsidy from RMB 3,000 to RMB 6,000 to each student.

  III. To expand cultivation and training of skilled talents

  Support capable vocational colleges to set up advanced worker classes, probationary technician classes, to cultivate senior skilled talents. Take the form of government purchasing service. As for the vocational college organizing and conducting vocational skills training, a subsidy of RMB 350 willbegiven to each person according to the number of people obtaining the course completion certificate. Implementing policies such as vocational training subsidy to enterprises and vocational training subsidy for certificate, and give the enterprises or individuals a subsidy of RMB 500 to RMB 2,200 for each person. Various vocational college students in Fuzhou who take up an internship of over 3 months in internship bases and enterprises with honest employment can enjoy a 3 month internship subsidy, the standard of which is no less thanRMB300 per month.

  Establish and improve the chief senior technicians system. Support enterprises to adopt negotiated salary, share holding and dividends and put into trial use the annual salary system or stock right system or share option system to improve the income of skilled talents.

  IV. To improve the medical care and housing guarantee treatment of highly skilled talents

  Talents with advanced skills working in Fuzhou (China’s skills award, the state council special allowance, national technology expert, national-level skill master workshop, top 3 of the world’s skill competition and advanced technicians awarded China’s crafts and arts master) enjoy level two medical care treatment; Talents with excellent skills in Fuzhou identified (provincial skills master, Fuzhou chief advanced technician winner) enjoy the medical care treatment of senior managerial staff of headquarter in Fuzhou.

  Advanced skilled talents and excellent skilled talents introduced into Fuzhou identified and conforming theHousing Guarantee Plan for Fuzhou Entrepreneurial and Innovative talents (trial)(Fuzhou Committee Office 2013 No. 6) will enjoy a lump-sum housing subsidy of RMB 800,000, RMB 600,000 and RMB 450,000 when purchasing talent apartment of 160 square meters, 120 square meters and 90 square meters respectively.

  V. To forge a training platform for cooperation between universities and enterprises

  Support the establishment of a number of provincial level professional public training bases and regional public training bases. The construction projects listed into the provincial public practice training base will be awarded RMB 2 million; the projects recognized as provincial demonstration public training bases will be awardedRMB3 million. The county practicing base established by relying on the county level vocational education center will be granted a subsidy of no less than RMB 500,000 for each base from the special fund of employment.

  Seven measures to support entrepreneurship and

  I. Jointly establish with Garage Cafe garage coffee angel investment funds across the Taiwan Straits of up to RMB 200 million, mainly investing in start-up projects at seed stage and starting stage.

  II. Enterprises recognized as national, provincial Entrepreneurship Innovation Center, will be given a supporting reward of 50% of the national and provincial reward; Enterprises identified as municipal Entrepreneurship Innovation Center will be given a reward of RMB 1.3 million.

  III. Enterprises identified as national, provincial and city-level technological enterprise incubators will be given a reward of RMB 1.3 million, RMB 700,000 and RMB 150,000; Enterprises identified as the provincial Internet incubators will be given a reward of RMB 200,000.

  IV. Spaces identified as the national professional maker space will be given a reward of RMB 1 million; spaces identified as the national, provincial and city-level maker space will be given a reward of RMB 400,000, RMB 300,000 and RMB 150,000 respectively.

  V. City-level maker spaces passing the examination will be given a three-year operational subsidy, the maker spaces running for 1 year will be given a subsidy of RMB 200,000; the maker spaces running for 2 yearswill be given a subsidyto make the accumulative subsidy reachRMB 300,000; the maker spaces running for 3 yearswill be given asubsidy to make the accumulative subsidy reachRMB 400,000.

  VI. Actively establish effective connection platform for maker (team) and investors. Conduct entrepreneurship innovative activities such as project promotion, road show, salon and training to maker spaces identified and subsidize them according to 10% of their actual expenditure, and the annual maximum subsidy is RMB 300,000.

  VII. Invest RMB 2 million every year to gather city-wide innovation and entrepreneurship activities from social organizations such as maker spaces, organization associations and investment institutions, and conduct activities that promotes the connection between investors and makers (team) and the aggregation of entrepreneurship such as talents and capitals.

  Three measures to speed up the development of Internet of Things

  I. To support the construction of public service platform

  (A) Enterprises establishing narrow band Internet of Things open laboratory with the leading enterprises in the industry will be given a subsidyof30% of the total investment amount, the limit of which is RMB 10 million.

  (B) Support leading enterprises in industries such as identification, sensors, Internet of Cars, smart home, financial payment, environmental monitoring and optical sensing to upgrade enterprise technological innovation platform and increase the effective supply capacity of advanced intelligent wearings, intelligent vehicles, intelligent medical health, intelligent service robot and industrial-level smart hardware products. A subsidy of 15% of total investment amount will be given to these enterprises, the limit of which is RMB 1 million.

  II. To support the expansion of application field

  (A) Give priority to supporting Internet of Things companies to use data center ofdigital Fujian (Changle) industrial park, a subsidy of 30% of the actual costs will be given, which will be no more thanRMB500,000 yuan.

  (B) Implement major special projects of core technology in Internet of Things industry based on the technology frontier and development advantage. Supporting subsidy of 50% of the provincial subsidy will be given, the limit of which is RMB 2 million.

  (C) Encourage the development of new type ofsensor and intelligent hardware with high performance, promote core technological innovation such as lightweight underlying hardware and software with low power consumption, intelligent perception with high performance, high-precision movement and posture control, wide-area smart Internet of Things with low power consumption. The excellent innovative products at the provincial level will be given a supporting subsidy 1:1 to the provincial subsidy.

  III. To intensify the marketing

  (A) Software and information technology service enterprises conducting Internet of Things development and winning the bid when participating in biding projects outside the province, as for the contract amount of a single bid reaching RMB 5 million or above, the city will provide a supporting rewardof1.5% of the completed amount of the contract on the basis of a 3% reward of the completed contract amount in the province, the limit of which is RMB 1 million. The enterprises winning the bid of bidding project outside Fuzhou in Fujian province will be given a reward of 4.5% of the completed amount of the contract, the limit of which is RMB 1 million. The annual total reward of an enterprise received from province and city will not exceed RMB 4 million.

  (B) When purchasing or using various Internet of Things information system solutions developed independently by the city’s Internet of Things enterprise, with specific independent intellectual property rights and independent brand, the use unit will be given a support subsidyof50% of the provincial subsidy, the limit of which is RMB 1 million.

  Three measures to speed up the development of big data industry

  I. To support the establishment of public service platform in the park

  (A) The innovative platforms such as national key (project) laboratory, project (technology) R&D center of big data newly identified will be given lump-sum subsidy of at most RMB 5 million; the key (project) laboratoryandproject (technology) R&D center jointly established by province and ministry, national enterprises key laboratory, national enterprise technological center or major laboratoryofMinistry of Education and project research center will be given a lump-sum subsidy of RMB 2 million. The technological enterprise incubator of big data will be givenalump-sum subsidy of RMB 2 million after being identified.

  (B) To speed up the construction of big data management platform and big data service platform. Establish big data exchange platform and big data trade market and speed up the flow of data resources. Promote provincial and national data resources aggregation and strive to establish national data processing and back-up center in fields such as health care, Wisdom Ocean, e-governance, aerospace, food safety and environmental protection. Provide subsidy of 30% of actual investment amount of each platform, which will not exceed RMB 2 million.

  II. To support leading enterprise to settle in the park

  (A) As for the leading enterprise in the industry newly introduced, when the actual paid-in capital reached over RMB 50 million (inclusive), a lump-sum settlement reward of RMB 5 million will be provided according to the industry level and contribution.

  (B) The leading enterprises of the industry establishing regional headquarter in the park will be provided workplace and talent apartment of no more than 5,000 square meters according to the need of business, the rental of which will be free for 3 years.

  (C) The leading enterprise establishing subsidiaries in the park will be provided workplace and talent apartment of no more than 1,000 square meters, the rental of which will be free for 2 years.

  III. To support the development and application of big data by enterprises in the park

  (A) To support and encourage big data enterprises to develop and apply data. When the business revenue of big data enterprises exceeds RMB 100 million (inclusive), RMB 200 million (inclusive), RMB 500 million (inclusive), 1 billion (inclusive) for the first time, the enterprises will be rewarded RMB 2 million, which can be excess progressively.

  (B) As for first 100 big data enterprises conforming to conditionsin the park,in 3 years,each will be provided with a network support with a broadband of over 100M, a workplace of 200 square meters and a talent apartment of about 300 square meters; meanwhile a 50% subsidy for the data rental fee will be provided for enterprises in the park.
